SECTION 60. PETITION FOR PLACE ON PRIMARY BALLOT.
   Candidates for the office of City Commissioner shall be nominated only by a nonpartisan primary election, if such is needed to reduce the number of Commission candidates so that there are no more than twice as many candidates as there are such offices to be elected. If there are no more than twice as many candidates as there are such offices to be elected, any candidate who properly filed a statement of candidacy shall appear on the ballot for the next regular municipal election. The name of any elector of the City shall be printed upon the primary ballot if there is filed with the election authorities prescribed by law a statement of candidacy in accordance with the following forms and provisions, to wit:
All nominations for offices and places on the primary ballot, or the next regular municipal election if a primary election is not needed, unless otherwise provided by this Charter, shall be by filing a statement of candidacy that shall be filed with the Gallia County Board of Elections at least seventy-five (75) days before the day of holding the primary election. Such statement of candidacy shall be signed and acknowledged by the person desiring to become a candidate.
