Upon the written application of any person to conduct a temporary store, setting forth all the facts required by this chapter and upon the payment of the required license fee, the City Manager or his designee shall issue to the applicant, for the period for which the license fee is paid, a temporary store license authorizing such person to conduct the business of a temporary store and to sell such goods, wares, commodities or merchandise as he may otherwise lawfully sell.
