(a) No person shall operate any taxicab, or allow or permit the operation of such taxicab, unless such vehicle shall be maintained in a safe and sanitary operating condition at all times.
(b) All licensed taxicabs shall be inspected twice during each calendar year and at any other time as may be required by the City Manager or his designee to ascertain whether such vehicles are in a safe and sanitary operating condition. Corrections of any defect noted in any inspection report shall be complied with by the owner or operator of the taxicab within a reasonable time, which shall be no later than thirty days from the date of notification. The failure to comply with such notice shall be cause for revocation of the taxicab license. Such revocation shall be by the City Manager or his designee after a hearing affording due process.
