(a) A person desiring a taxicab license shall apply to the City Manager or his designee, who shall investigate the character of the person operating such taxicab business and the condition of the vehicles proposed to be used in such business.
(b) No license shall be issued unless the applicant has paid to the Auditor/Clerk/Treasurer an annual license fee of fifty dollars ($50.00) for each taxicab. All licenses shall expire on the last day of December following the date of issue. No license shall be issued except for the full license period and for the full license fee as provided herein. No refunds of such license fees shall be authorized.
(c) All fees shall be credited to the maintenance and repair of streets fund.
