SECTION 44. TIME OF MAKING CONTRACTS.

The City Commission shall not authorize or enter into any contract which is not to go into full operation during the term for which all of the members of the City Commission are elected unless upon the written recommendation of the City Manager by the affirmative votes of sixty percent (60%) of the members of the City Commission.
