SECTION 38. APPROPRIATION ORDINANCE.
   Upon receipt of such annual budget the City Commission shall prepare an appropriation ordinance, but before finally acting upon such tentative appropriation, the City Commission shall fix a time and place of holding a public hearing upon the tentative appropriation, and shall give public notice of such hearing.
   The City Commission shall not pass the appropriation ordinance until ten days after such public hearing nor in any case shall it pass such ordinance earlier than the tenth day of January each year.
   Before the annual appropriation ordinance has been passed, the City Commission, with the approval in writing of the City Manager, may make appropriations for current department expenses, chargeable to the appropriations of the year, when passed, to an amount sufficient to cover necessary expenses of the various departments until the annual appropriation is in force.
   No other liabilities shall be incurred by any officer or employee of the City, except in accordance with the provisions of the annual appropriation ordinance, or under continuing contracts and loans authorized under the provisions of this charter. The total amount of appropriations shall not exceed the estimated revenue of the City. At any meeting after the passage of the appropriation ordinance, upon request of the City Manager, and after at least one week's public notice, the City Commission by unanimous vote may amend such ordinance, so as to authorize the transfer of unused balances appropriated for one purpose to another purpose, or to appropriate available revenues not included in the annual budget.
