The provisions of the last two preceding sections shall not be considered exclusive, but as in addition to any other provisions of the general laws of the state applicable to the case; and a violation of any provision of either of such sections shall subject the offender to removal from his office or employment, and to punishment by a fine of not exceeding one hundred dollars.
