The City Commission shall fix by ordinance the salary or rate of compensation for all officers or regular employees of the City entitled to compensation, other than their own; and may require any officer or employee to give bond for the faithful performance of his duty, in such an amount as it may determine, and it may provide that the premium therefor shall be paid by the City.
