SECTION 32. HEALTH OFFICER.
   The City Manager shall be the health officer of the City and shall perform the duties of such officer as required by the general laws and regulations of the State of Ohio, applicable thereto, and such other duties as may be prescribed by the City Commission. The City Manager shall be empowered to appoint as many members of the police department to act as sanitary officers as he may deem necessary, and such members of the police department, so designated and appointed, shall serve without any additional compensation. At any time the City is threatened with an epidemic or the health of the City is endangered by reason of the existence of a contagious disease or diseases, or for any other just and reasonable cause, the City Manager may employ a reputable physician, who shall have been actively engaged as a practicing physician in the practice of medicine in the County of Gallia, continuously, for a period of not less than three years prior to his appointment. The compensation so paid such appointee shall be approved by the City Commission.
