The City Commission shall establish civil service rules for appointment, promotion, reduction or removal of all officers and employees in the classified service of the City, which classified service shall consist of all members of the police and fire departments, and all other positions in the civil service which the City Commissioners may deem practical, to determine the merit and fitness of applicants by the competitive examinations in accordance with the provisions of the Constitution of the State of Ohio.
