(a) No person shall build, construct, move or place any boat, houseboat, or similar structure on the garden lots in the first and second blocks or squares of garden lots numbered from one to eleven below the public use area in the City, within fifty feet of First Avenue.

(b) There shall be no additional permanent structures placed above ground in the City Park. The term "structures", however, shall not be defined to include any vegetation, waste containers, benches, drinking fountains, sprinkler system or lighting system. This subsection (b) does not prohibit the temporary placement of any structure with proper permission of the City, nor does it prevent repair to any current structure, nor does it prevent any replacement of any permanent structure currently in place, with one of exact size, dimensions and construction.
