SECTION 12. ORDINANCE ENACTMENT.
   The legislative action of the City Commission shall be by ordinance or resolution, provided that this shall not apply to an action directing an official or a board to furnish the Commission with information as to the affairs of any office, department or board, or to action referring any matter for investigation to any official department or board.
   Each proposed ordinance or resolution shall be introduced in written or printed form, and shall not contain more than one subject, which shall be clearly stated in the title; but general appropriation ordinances may contain the various subject and accounts for which moneys are to be appropriated. The enacting clause of all ordinances passed by the City Commission shall be, "Be It Ordained by the City Commission of the City of Gallipolis, State of Ohio". The enacting clause of all ordinances submitting to popular election by initiative shall be, "Be It Ordained by the People of the City of Gallipolis, State of Ohio".
   No ordinance or resolution of a general or permanent nature, or granting a franchise, or creating a right, or involving the expenditure of moneys, or the levying of a tax, or the purchase, lease, sale or transfer of property, unless it be an emergency measure, or unless otherwise provided by this charter, shall be passed until it has been read at two meetings, not less than two weeks apart, or if the requirements of such reading has been dispensed with by an affirmative vote of all of the members of the City Commission.
   No ordinance or resolution or section thereof shall be revised or amended, unless the new ordinance or resolution contains the entire ordinance or resolution or section revised or amended; and the original ordinance, resolution, section or sections so amended shall be repealed.
