SECTION 9. MEETINGS.
   The City Commission shall meet on the second day of January following a regular municipal election, at 8:00 o'clock p.m., at the usual place for holding the meetings of the legislative body of the City, except that if such day fall on Sunday, then on the day following, at which time the newly elected commissioners shall assume the duties of their office. Thereafter, the City Commission shall meet at such times as may be prescribed by ordinance or resolution, except that it shall meet regularly not less than once every month. The president, any two members of the Commission, or the City Manager may call special meetings of the Commission upon at least eight hours' written notice to each member, served personally or left at his usual place of residence. All meetings of the City Commission shall be held in public in accordance with the general laws of Ohio pertaining to the requirements for open meetings of public bodies, and any citizen shall have access to the minutes and records thereof at all reasonable hours. The Commission shall determine its own rules and order of business, and shall keep a journal of its
