SECTION 5. POWERS OF THE COMMISSION.
   The Commission shall be the judge of the election and qualifications of its own members, subject to review by the courts. Any member of the Commission who shall have been convicted of a crime while in office shall thereby forfeit his office. Neither the Commission, nor any of its members shall dictate, solicit or advise the appointment of any person to office or employment by the City Manager, or in any manner interfere with the City Manager or prevent him from exercising his own judgment in the appointment of officers and employees in the administrative service, except as otherwise provided herein.
   Except for the purpose of inquiry, the Commission and its members shall deal with the administrative service solely through the City Manager, and neither the Commission nor any member thereof shall give orders to any of the subordinates of the City Manager, either publicly or privately. Any such dictation, prevention, orders or other interference on the part of a member of the Commission with the administration of the Cith Manager shall be considered a disqualification of such member from holding the office of Commissioner, and, upon proof thereof, such member shall be removed from office. No member of the City Commission shall be appointed City Manager during the term for which he was elected or appointed.
