The Water Superintendent shall have the power and authority to turn off all water supplied to a water user who refuses or fails to comply with the provisions of §§ 51.001 through 51.012, 51.030 through 51.034, 51.045 through 51.051 and 51.065 through 51.083, or of any rule or regulation adopted hereunder.
