(A) A monthly facility charge per meter shall be charged to all customers inside the city limits, and to all pipeline consumers, as defined in § 51.069. The charges for the customer’s first meter shall be according to the following schedule:

(B) A monthly facility fee per meter for a customer’s second meter served by a single water service line and serving one customer shall be 20% of the monthly facility charger per the monthly facility charge schedule.
(C) A quarterly facility charge per meter shall be charged to all water customers outside the city limits. The charge shall be in an amount equal to 200% of the rate charged to customers inside the city limits and to pipeline consumers.
