The Water Superintendent with the approval of the City Manager shall from time to time, and as often as necessary, establish reasonable administrative rules and regulations to implement and carry out §§ 51.001 through 51.012, 51.030 through 51.034, 51.045 through 51.051 and 51.065 through 51.083. Copies of the rules and regulations shall be prepared and made available to all interested persons without charge.
