GOLF CARTS, UTILITY VEHICLES AND ALL-TERRAIN VEHICLES
§ 73.20 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   GOLF CART, UTILITY VEHICLE and ALL-TERRAIN VEHICLE. As defined in 47 O.S. §§ 1102 and 1116.2.
   PERSON. Any natural person, corporation, company, association, firm, organization or partnership.
   TOWN PROPERTY. All real property wherein the town has a fee simple interest therein, any of the town’s public trusts, all easements, platted streets, alleys and sidewalks within the municipal limits of the town which the town has jurisdiction to regulate the same.

§ 73.21 LIMITATIONS OF ACTIVITIES.
   (A)   Traffic laws observed. All applicable state laws and statutes addressing or pertaining to vehicular operation, including those related to the possession and use of alcoholic beverages, traffic laws, including speed limits and the like, shall be observed and enforced at all times.
   (B)   Right-of-way. Drivers or operators of golf carts, utility vehicles and/or all-terrain vehicles shall stay to the far right of the traveled portion of the road and yield the right-of-way to overtaking vehicles.

§ 73.22 RULES AND REGULATIONS.
   The Town Board of Trustees shall adopt such other rules, regulations and policies not otherwise stated herein as they deem best for the safety and convenience of the public and for the operation of golf carts, utility vehicles and/or all-terrain vehicles within the town limits. When such rules and regulations have been adopted and approved, they shall be filed in the office of the Town Clerk-Treasurer.

§ 73.23 PROHIBITED ACTS.
   (A)   No person under the age of 16 years may operate or drive a golf cart, utility vehicle and/or all-terrain vehicle upon the public streets within the town and/or other town property.
   (B)   No person shall stand on a golf cart, utility vehicle and/or all-terrain vehicle while it is in operation, including when it is parked and the engine is engaged.
   (C)   No person who is the owner of a golf cart, utility vehicle and/or all-terrain vehicle shall permit the same to be operated in violation of these rules and regulations.
   (D)   No person shall drive or operate a golf cart, utility vehicle and/or all-terrain vehicle on the east/west street known as State Highway 46.
   (E)   No person shall drive or operate a golf cart, utility vehicle and/or all-terrain vehicle on the north/south street known as State Highway 15.
   (F)   A golf cart, utility vehicle and/or all-terrain vehicle may be operated during daylight hours, provided an operational flashing caution light is mounted on the back of said vehicle, and may be operated during non-daylight hours, provided operational headlights are mounted on the front of said vehicle and operational taillights and an operational flashing caution light are mounted on the back of said vehicle.
   (G)   No person shall transport or carry more passengers than the number of passengers which said cart or vehicle was designed to carry or transport during its operation.
   (H)   Each golf cart, utility vehicle and/or all-terrain vehicle operated within the town limits, and/or operated on real property owned by the town, must be inspected and authorized by an approved agent representing the town.
   (I)   Each operator must provide proof of insurance, including state security verification form, policy number, effective date, expiration date and vehicle identification number.
   (J)   Each operator must obtain a permit, annually, from the Town Clerk-Treasurer, with said permit to be issued by said Clerk-Treasurer upon presentment of a valid driver’s license, insurance verification and payment of $10. This fee will be prorated based on the month of purchase of said permit, with a sticker issued and prominently displayed on said vehicle after issuance by the Town Clerk-Treasurer.
