(A) No person shall drive any vehicle upon any street or public way at a rate of speed greater than reasonable and proper, having regard to the traffic and the use of the way or so as to endanger the life or limb or injure the property of any person.
(B) If the rate of speed through the business district of the city exceeds 20 miles per hour, if the rate of speed through the residential district of the city exceeds 25 miles per hour or if the rate of speed through the suburban district exceeds 35 miles per hour such rates of speed shall be prima facie evidence that the person operating such motor vehicle is running at a rate of speed greater than is reasonable and proper having regard to the traffic and use of the way or so as to endanger life or limb or injure the property of any person.
(C) The fact that the rate of speed is lower than the foregoing limits shall not relieve the driver from the duty to decrease speed when approaching and crossing an intersection, when approaching the crest of a hill, when approaching and rounding a curve, when driving a winding roadway or when special hazards exist with respect to pedestrians or other traffic or by reason of weather or highway conditions, and speed shall be decreased as may be necessary to avoid collisions with any person or vehicle or on entering a highway in compliance with the legal requirements and the duty of all persons to use due care.
