SCHEDULE I. SPEED LIMITS.
   (A)   Speed limit in business district. No vehicle of any kind shall be operated on any street, avenue, drive or public way of the city within the limits of the business district at any speed in excess of 20 miles per hour. The business district consists of the following areas.

   (B)   Speed limit in residential areas. No vehicle of any kind shall be operated on any street, avenue, drive or public way within the corporate limits of the city at a speed in excess of 30 miles per hour, except for the following:
      (1)   Fourth Street. The speed limits on Fourth Street shall be as follows.

      (4)   Cattail Road. The speed limits on Cattail Road shall be as follows: 45 miles per hour from the intersection of Cattail Road and Schaefer Road to where the Cattail Slough crosses under Cattail Road.

      (5)   The speed limit on 31st Avenue in the city shall be 40 miles per hour.
   (C)   Speed limit in school zones. No vehicle of any kind shall be operated on any street, avenue, drive or public way within any designated school zone in excess of 20 miles per hour. Designated school zones are as follows. These school zone limits shall be in effect only on school days when children are present.

   (D)   Speed limit in alleys. No vehicle of any kind shall be operated in any alley within the corporate limits of the city at a rate of speed in excess of 15 miles per hour.

   (E)   Authority to enforce speed and traffic control statutes. The duly authorized members of the Police Department are empowered to enforce all statutory traffic control and speed restrictions as authorized by statutes of the state not in conflict herewith.

   (F)   Penalty.  
      (1)   The minimum fine for any first violation of this schedule shall be $25 plus court costs.
      (2)   All violations after the first violation shall be subject to the general penalty provisions as provided for subsequent violations of any city ordinances or the applicable state statutory fine and penalty provision for subsequent violations, whichever governmental control fine and penalty provision is greater.
