§ 70.99 PENALTY.
   (A)   Any person, firm, or corporation who violates any provision of this code for which another penalty is not specifically provided shall, upon conviction, be subject to a fine not less than $25, nor exceeding $750. A separate offense shall be deemed committed upon each day during which a violation occurs or continues.
   (B)   Any person, firm, copartnership, association or corporation found to be an operator, driver or owner of a vehicle who has violated any section in this title or in the Illinois Compiled Statutes, adopted by reference, related to the parking of vehicles, shall be subject to a fine of not less than $5 nor more than $750 for each offense, notwithstanding § 10.99. Violations of the parking ordinances evidenced by a parking ticket in a form established by the Chief of Police shall be punishable by a fine only as follows:
      (1)   Five dollars if paid on or before ten days from the date and time of issuance of the parking ticket.
      (2)   Ten dollars if paid more than ten days and less than 21 days after the date and time of issuance of the parking ticket.
      (3)   Twenty five dollars if paid more than 20 days and less than 31 days after the date and time of issuance of the parking ticket.
      (4)   Fifty dollars if paid more than 30 days after the date and time of issuance of the parking ticket.
      (5)   If the fine in the amount set forth above shall not have been paid to the office of the City Clerk or to the Police Department within 60 days from the date and time of issuance of the parking ticket a criminal complaint shall be filed in the County Circuit Court and a notice to appear shall be issued to the person in whose name the offending vehicle is registered notifying that person to appear before the Circuit Court of the county to answer the charge of illegal parking. The minimum fine for each offense upon a finding of guilty or a plea of guilty before the Circuit Court on a charge of illegal parking shall be $100. Proceedings shall follow as in all other ordinance violations of the city.
