   It shall be unlawful for any person or firm to perform the work of a parkway contractor, as defined in this article, without first having obtained from the director of public works a license to do such work, having made and executed a bond to the city in the sum of $10,000, without having obtained a parkway contractor’s license, the fee for which shall be $500, and without having obtained a permit from the director of public works to do such work. The license provided for in this article shall be renewed annually, and the renewal fee shall be $500.
