All public service corporations operating within the corporate limits of the city are hereby required to file a sworn annual report of the receipts from the operation of such business for the current year, how expended, how much therefor for betterments or improvements, the rate of tolls or charges for services rendered to the public, and any other facts or information that the council may deem pertinent for its use in intelligently passing upon any questions that may arise between the city and such public service corporations; reports to be filed with the city secretary, and preserved for the use of the city council.
