§ 19-22 ADVISORY BOARD.
   (a)   Appointment; members. The library advisory board shall have such members and be appointed as outlined in Chapter 2, Article III, Division 3 of the city code.
   (b)   Responsibilities. The advisory board will be responsible for providing policy recommendations and information to the city manager and the city council about citizen needs and requests that will improve the services of the department.
   (c)   Duties. The advisory board will recommend to the city manager and the city council plans for development of facilities and services to meet the needs of the city. The board will review and comment on the annual operating budget and capital improvement requests. Recommendations made by the board will be presented to the city manager and the city council for consideration.
