Nothing in the establishment of the Ordinance Violation Bureau nor in the establishment of special fines for first time offenders or non-aggravated circumstances shall be construed to prohibit the city's designated officers and employees from enforcing the code sections in § 39.03 pursuant to IC 36-1-6-3 and IC 34-28-5 and seeking the greater civil penalties which may be provided for by the penalty provision of the applicable city code sections.
