Any person violating the provisions of §§ 7-6-1, 7-6-4 and 7-6-5 of this chapter shall be considered to be maintaining a nuisance and shall be punished as provided in § 1-4-1 of this code of ordinances. It is specifically provided that the penalty herein provided is not penal in character, but is imposed for the promotion of the public health and welfare and shall not exclude any rights given to the city by law to maintain actions in law or equity to restrain or abate any such nuisance or for damages.
