(A) No domestic animal or fowl shall be tied upon private grounds by any person, so that it will reach or be upon private grounds of any person, so that it will reach or be upon any of the streets, alleys, or public grounds within the corporate limits of said city.
(B) No animal shall be tied to any street signs, mailboxes, telephone poles, traffic signal poles, trees or structures in the park.
