(A) Fee schedule. If the City Clerk finds the application is made out in conformance with § 4-4-5 of this chapter and the facts stated therein are correct, a license shall be issued upon the payment of the license fee in advance. The following fees are subject to the provisions of § 4-4-7 of this chapter.

(B) Exemption. If a peddler or transient merchant conducts business within the confines of a city park or parks, and if he or she has paid a fee established by the Parks Board, he or she will be exempt from the fee schedule established in division (A) above. If the peddler or transient merchant conducts business both within the parks system and throughout the city, and if he or she has paid a fee established by the Parks Board, that fee can be applied to the fee schedule established in division (A) above; provided, the time period in which the person is going to peddle throughout the city meets or exceeds the length of time covered by the Parks Board contract. Nothing in this division (B) shall be interpreted to mean that a peddler or transient merchant conducting business in a city park or parks shall be exempt from the requirement to obtain a peddler’s license.
(C) Transient merchant plaza. In the case of a transient merchant plaza, the fee set out in division (A) above shall be paid by the sponsor of the plaza. Individual transient merchants operating in a transient merchant plaza shall not be required to pay a fee provided that the plaza sponsor has paid the required fee.
