§ 3-5-6 FEES ESTABLISHED.
   (A)   The following fees are established and imposed pursuant to the provisions of this chapter to finance the cost of the Rental Housing Inspection Program:
      (1)   Rental housing inspection program fee. A fee is established for the implementation and administration of the provisions of this chapter (i.e., the Rental Housing Inspection Program) for a period of three years. The fees shall pay for the costs of all inspections conducted pursuant to this chapter, except those financed by the reinspection fee. The fee shall be imposed for each rental housing unit on the date of registration. However, the total amount shall be paid in equal annual installments as billed by the city.
      (2)   Rescheduling fee. A fee is established for the administrative costs of rescheduling an inspection that is canceled in violation of § 3-5-10 of this chapter.
      (3)   Reinspection fee.
         (a)   Registration fee includes the initial inspection and one follow-up inspection.
         (b)   A fee is established for any additional periodic inspections required by the city pursuant to § 3-5-12 of this chapter.
      (4)   No show fee. A fee shall be imposed in the event that no representative of the property is at the property to be inspected at the scheduled time of inspection.
      (5)   Unregistered rental unit. Rental housing units which are not properly registered as required by this chapter shall be subject to a penalty.
      (6)   Transfer to and from Vacant Building Registration Program.
         (a)   Properties registered with the city as a vacant building (Title 3, Chapter 9, of this code of ordinances) may be transferred to the Rental Inspection Program without having to pay the fee for the Rental Inspection Program for the same year already paid as a vacant property.
         (b)   Properties registered with the city as rental property may be transferred to the Vacant Building Registration Program (Title 3, Chapter 9, of this code of ordinances) without having to pay the fee for the Vacant Building Registration Program for the same year already paid as a rental property.
   (B)   The City Council shall establish the amounts of any fees and/or penalties for delinquent payment of such fees established in this chapter by resolution.
