In addition to and notwithstanding the punishment provided in § 3-4-7 of this chapter, the city may remove or cause to be removed any construction or connection not made as herein provided and the costs of such work shall be specially assessed against the property of the person, that made the connection or performed the construction, or caused the same to be done. Said assessment shall be made as provided in § 1-6-9 of this code of ordinances.
