Whenever any work other than the construction or reconstruction of a public improvement as the same are defined in Iowa Code Chapter 384 is performed or done by the city or any employees or agents thereof under and by virtue of any ordinance providing for the assessment of costs of the same against any person or property, a special assessment shall be made and levied by the procedure set out in Iowa Code §§ 384.41 through 384.54, as may be applicable in the given circumstances.
