§ 3-4-4 SERVICE PIPES AT GROUND LEVEL.
   Any person using any public street, avenue, alley, sidewalk or other public place for utility installations, shall place and maintain all service pipes, service boxes or other devices at such height where the same come to the surface as to correspond with the grade of the surrounding area and make a smooth and level surface. If such pipes, boxes or other devices are not so installed and maintained, the person owning or using same shall cause the same to be so installed and maintained and if such person fails, neglects or refuses to do so within ten days after receipt of written notice by the city, the same shall be done by the Public Works Department and, upon completion of such work, he or she shall file with the Clerk a certificate as provided by § 1-6-9 of this code of ordinances.
