§ 3-3-4 ISSUANCE OF PERMITS.
   The City Engineer may, upon proper application, issue a permit for any of the work specified in § 3-3-3 of this chapter, specifying therein such regulations and restrictions as may be deemed necessary to ensure the safety and convenience of the public and to restore the street surfaces damaged by such work in the most satisfactory manner. Among other requirements, the applicant for a permit must file a bond in the amount of $5,000 with sureties conditioned that the permittee shall hold the city harmless from any claims, demands or liabilities growing out of or in any way connected with said work. In lieu of such bond, the permittee may file a public liability insurance policy, approved by the Clerk in accordance with insurance requirements and other public improvement projects.
