§ 92.16 PROCLAMATION OF EMERGENCY.
   (A)   Whenever in the judgment of the Mayor, or in his/her absence or inability to act in the judgment of the City Council, a disaster emergency as defined in § 92.15 is deemed to exist, he/she shall proclaim in writing the existence of a disaster emergency. The proclamation shall be effective upon its issuance and dissemination to the public by appropriate news media. A copy of the proclamation shall also be issued to the Director of Disaster and Emergency Services and the Chief of Police.
   (B)   A proclamation of disaster emergency shall be and remain in effect until terminated by the Mayor, or the City Council acting in his/her stead, which shall state in writing that the disaster emergency has passed and shall so notify the public through the appropriate news media.
