§ 36.030 CREATION.
   An organization to be known as the Department of Disaster and Emergency Services is hereby established in the city. This Department shall be part of the United States Civil Defense Corps, and shall have, and there is hereby conferred upon the Department, full power and authority to do all things necessary for the proper and adequate protection of life and property in and about the city.
