For the purpose of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
DISASTER EMERGENCY. Any chemical accident, earthquake, enemy attack, flood, forest or woodland fire, major structural fire, radiological accident, tornado, transportation accident, or storm, which threatens to cause or causes severe damage to the general health, safety, and welfare of the citizens of the city and their properties.
