Inasmuch as there are too many traffic accidents and fatalities, many caused by excessive speed, the majority of the streets in the city, with the exception of the few through streets shown in Chapter 75, Schedule II above, short, dead end, narrow streets, many with steep grades, curves, and no sidewalks, it is deemed advisable to reduce the speed permitted by state law. Therefore, in accordance with § 71.21, the prima facie speed limit shall be 25 miles per hour on all streets in the city, except the following streets or portions of streets where the speed limit shall be as shown below.
