§ 71.21 DECREASE OF STATE SPEED LIMITS.
   (A)   If it is determined on the basis of an engineering and traffic investigation that the speed permitted by state law at certain street intersections is greater than is reasonable or safe under the conditions found to exist at such intersections, it is hereby declared that the prima facie speed limit within 100 feet on every designated approach to and within those intersections designated shall be as stated in Chapter 75, Schedule III. The speeds so declared shall be effective at the times specified herein when signs are erected upon every approach to every intersection giving notice of the prima facie speed limit so declared thereat.
   (B)   It is hereby determined on the basis of an engineering and traffic investigation that the speed permitted by state law as applicable on the streets as shown in Chapter 75, Schedule III is greater than is reasonable or safe under the conditions found to exist upon those streets and it is hereby declared that the prima facie speed limit shall be as shown therein.
