3-3-5: GENERAL STANDARDS:
Home occupations where permitted shall be subject to the following general standards:
   A.   Occupation shall be conducted entirely within the dwelling; provided, that inside storage and/or minor assembly associated with the home occupation may also occur within a bona fide garage. There shall be no commercial on premises sales in connection with such home occupation unless approved by the city clerk.
   B.   Such use does not involve construction features not customary or incidental in a dwelling.
   C.   The entrance to the area used for the home occupation shall be only from an entrance customary to a residential use and not exceeding four feet (4') in width at its opening.
   D.   There shall be no signs related to the home occupation or other exterior evidence of the occupation being conducted within the dwelling, including functional evidence.
   E.   Motor vehicle operations are prohibited.
   F.   If a rental property, written permission from the property owner to conduct the specific home occupation.
   G.   More than one home occupation may be permitted at the residence, provided the total effect of all occupations shall not exceed the general standards for home occupations.
   H.   No more than thirty five percent (35%) of the gross floor area of the principal dwelling unit may be used for home occupations. There is no restriction placed upon the usable area within an accessory structure, provided no other activity besides inside storage and/or minor assembly activity is occurring and general standards relating to maintaining residential character can still be met.
   I.   A home occupation must be conducted by persons who reside in the dwelling unit. No person who does not reside on the premises shall engage in the business and be located on the premises.
   J.   No toxic, explosive, flammable, combustible, corrosive, etiologic, radioactive or otherwise restricted materials in excess of those levels allowed by the current edition of the international fire code shall be used or stored on the site.
   K.   The home occupation shall be conducted in a manner which will not alter the normal residential character of the premises by exterior alteration of the property, expansion of parking, construction, creation of a separate entrance, the use of color, materials, lighting, signs (other than on the applicant's vehicle), exterior storage of materials, garbage, goods or merchandise, or by the emission of sound, electric interference, vibration, dust, glare, heat, smoke, odors or liquids.
   L.   There shall be no signs other than those affixed to the applicant's vehicle.
   M.   Vehicles associated with the home occupation which are rated by the manufacturer for a maximum gross weight in excess of ten thousand (10,000) pounds' gross vehicle weight may be operated out of the premises but shall not be parked on city streets. No trailer shall be connected to the vehicle exceeding the ten thousand (10,000) GVW. No more than one vehicle used in the business may be parked on the premises or operated out of the premises.
   N.   The home occupation shall not displace or impede the use of required parking spaces for the primary dwelling unit.
   O.   A home occupation is deemed personal in nature and cannot be transferred with title to the property. Any change of owner or owners or location shall automatically void an existing home occupation license granted under this chapter and shall necessitate application and issuance of a new permit.
