The city council shall have the authority to approve or deny commercial and/or industrial comprehensive plan amendments and land use legislation, including annexation, rezone and variance requests. The city council shall act on recommendations from the planning and zoning commission and serve as a review authority on appeals of discretionary and administrative actions.
