9-2-2: BUILDING MOVING REQUIREMENTS:
No building shall be moved within the city limits, unless the following precautions are made for moving the same safely:
   A.   Pilot Car: Any building shall be preceded and followed by a pilot car displaying a flashing yellow light mounted on top of the vehicle and a large sign across the front of the preceding vehicle or the rear of the following vehicle warning other motorists of a wide load. Said pilot cars shall have radio communication equipment capable of remaining in contact with the driver of the vehicle moving the building and the other pilot car.
   B.   Pulling Vehicle: A vehicle pulling the building shall have a flashing yellow light and mirrors which extend to such a length as the driver can view traffic behind the building which is being moved.
   C.   Building Flagged: The building itself shall be flagged on all four (4) corners with bright red flags placed at an angle away from the building, so that the corner flags are pointing upward and away from the building and toward the barrow pit, so that all flags are perpendicular to oncoming traffic. Said flags shall measure at least twelve inches (12") on each side.
   D.   Compliance With Traffic Directions: Any person who is moving a building within the city limits shall obey all traffic directions given to him by the city police.
   E.   Notification Of Utilities: The owner of the building which is being moved, or the operator of the equipment which is moving the building, shall be responsible for acquainting himself with and notifying all utilities which may be affected by the move, that a building will be moved and that said utilities may be affected thereby.
   F.   Liability For Damages: The operator of the equipment moving the building and the owner, or either of them jointly or severally, shall be liable for all damages done to any utility, any improvement of the city, or any private property during the course of the move. (1984 Code § 4-2-2)
