The purpose of this chapter is to protect the public health of water consumers by the control of actual and/or potential loss. To effect that end, after January 1, 1994, there shall be no private wells attached to any domestic water system which is connected to the city domestic water supply. Any preexisting private wells which are connected to any domestic water supply systems which are connected to the city water system shall conform to the requirements of this chapter, but shall be disconnected by January 1, 1996.
