A. No water shall be resold or distributed by the recipient thereof from the city supply to any premises other than that for which application has been made and the meter installed.
B. Connections to city water shall not be made to any building, lot, property, structure or other improvements which lie outside the city limits without a written agreement authorizing said connection signed by the property owner and the City. Further, said agreement must be accompanied by a document consenting to annexation of the property being served at such time as the property becomes adjacent to the city limits.
