A. The corporation shall have all the powers and authority set forth in the act and shall be subject to all the limitations and conditions therein contained. Said powers and limitations are set forth in the charter, a copy of which is attached to ordinance 171 and incorporated herein by reference, as if set forth in full verbatim; and said enumerations shall not be construed as a limitation upon the powers of the corporation. B. The corporation shall have all the powers granted by the act. Such powers shall include, without limitation, all powers set forth in the charter, together with any express or implied powers contained within Idaho Code title 50, chapter 27, which are not expressly set forth in said charter.
