(A) Tap-in charge. The utility billing clerk shall assess on the utility bill a tap-in charge whenever an owner or customer should install a new connection to the waterworks in order to cover the cost of tapping the main, furnishings and laying service pipe, corporation and stopcocks, service and meter box, backflow preventer, and meter installation. The minimum tap-in charge shall be $480, which is for a inch meter tap; provided that for a larger meter tap the tap-in charge shall equal the cost of labor and materials expended for the tap service.
(B) Frozen meter charge. The utility billing clerk shall assess on the utility bill a frozen meter charge of $40 if the town should find that a user's meter is frozen. The utility billing clerk shall assess on the utility bill the entire cost of a new meter if the meter is unrepairable.
(C) Equipment installation and replacement. The utility billing clerk shall assess on the utility bill a charge and equipment installation and replacement fee of 150% of the costs incurred by the town related to services or infrastructure of the waterworks that are properly attributable to a customer, owner, tenant, or other person.
(D) After-hours service charge. To the extent a user requires the town to send an employee or other agent to address a concern with the user's water service, the utility billing clerk shall assess on that person's utility bill an after-hours service charge of $30 per responder on each call, plus an additional $30 per hour after the first hour of service.
