(A) Annual sprinkler charge. For the availability, use of, and/or service rendered by the waterworks, the utility billing clerk shall assess on each respective utility bill the following annual sprinkling charges based on the diameter of a user's sprinkler connection.

(B) Bulk water. To the extent that a person takes water from the waterworks or a body of water in the town, the utility billing clerk shall assess on that person's utility bill a bulk water charge of $0.355 per 100 gallons, while billing a minimum of 1,000 gallons.
