(A) Usage rate. For the availability, use of, and/or service rendered by the waterworks, the following usage rates shall apply:

(B) Monthly charge. This section does not apply to a person who is a customer only with respect to Fire Protection Services. Except as provided in division (C), the utility billing clerk shall assess on each respective utility bill an amount based on the monthly usage reading, as determined from a unit's water meter and as applied to the applicable rate provided in division (A).
(C) Monthly minimum payment. If the amount assessed by the utility billing clerk for the usage charge should not meet the following minimum monthly totals on a per-meter-type basis, the following totals shall be respectively assessed instead:

(D) Temporary users. The utility billing clerk shall assess on a special utility bill an amount, based on the rates in this section and usage estimated by the Waterworks Superintendent, a charge for water furnished to temporary users, such as contractors, circuses, and the like.
