It shall be unlawful for any person, in any matter whatever, to change, extend, or alter any service or other pipe, wire, or attachment of any kind, connection with or through which natural or artificial gas or electricity is furnished from the gas mains, pipes, wires, or outlets of any other person, without first procuring from the other person written permission to so connect to the service. The penalty for violation of this section is the one set forth in § 10.99 of this code; provided, however, that if the amount of utility service unlawfully obtained can be ascertained, then, and in that event the person found liable for violation of this section, shall repay such amount to the utility customer, in addition to the penalty set forth in § 10.99 of this code.
