§ 95.56 PERMIT REQUIRED.
    It shall be unlawful for any person to obstruct or block any street, sidewalk, alley, or other public place within the town for a parade, picket line, or group demonstration unless a permit therefor has been issued by the town in accordance with the provisions of this chapter. Participation in an illegal parade, picket line, or group demonstration is unlawful. This provision is not intended to prohibit First Amendment principles of freedom of expression or freedom of assembly. A permit is not required if the parade, picket line, or group demonstration is a spontaneous response to unforeseeable and immediate events or if the parade, picket line, or group demonstration constitutes a small gathering that poses no threat to the safety, order, and accessibility of streets and sidewalks.
