Rates and charges for the use of the sewer system of the Village of Franklin are hereby established. Revisions to the rates and charges herein shall be established by resolution of the Village Council as necessary to ensure sufficiency of revenues to meet the operation, maintenance, replacement and debt service costs of the system. All premises which may have any connection to the sewer system, or which may otherwise discharge sewage, industrial waste or any other substance into the sewer system, either directly or indirectly, shall be subject to such rates and charges. Because there are no water meters used in the Village, such charges shall be based upon a flat rate based upon the estimated quantity of water used therein after adjustment for specific additional pollutants as described in this chapter.
